ESIC department has issued Circular No. X-15015/1/2013-P&D dated 06/04/2023 [ Web File 12653/2023] wherein updated list of notified districts under ESIC scheme released. 

Notified districts under ESIC

The ESI Scheme is now notified 610 Districts in 35 States and Union Territories (except Lakshadweep Island), which include 492 fully notified districts and 118 partially notified districts where scheme is notified in Districts Headquarters Area & in Prominent Industrial Centers Under Section 1(3) of ESI Act, 1948.

ESIC Applicability in the state of Maharashtra:

The Government of Maharashtra vide notification No. ESIC 2015/C.R. 150/RAKAVI-2 has approved the notification dated 10th September 2020. As per the notification, the act shall extend to Shops, Hotels, Restaurants, Road Motor Transport Establishments, Cinema including preview theatres, Newspaper establishment as defined in Section 2 of the Working Journalists (Condition of Services) and Miscellaneous Provision Act, 1995, wherein TEN (10) or more person are employed or were employed on any day of the preceding twelve months.

The wage limit for coverage under the Act effective from 01.01.2017 is Rs.21,000/- per month. I.e. Every person having monthly wages 21,000/- or less eligible for ESIC monthly contribution. [(Rs.25,000/- per month in the case of Persons with Disability)]. 

ESIC Rate of contribution (w.e.f. 01.07.2019): 
  • The employee's contribution rate is 0.75% of the wages and 
  • employer's contribution is 3.25% of the wages
paid/payable in respect of the employees in every wage period.

Brief introduction to ESIC:
  • The Employees' State Insurance Corporation (ESIC) is a government-run social security and health insurance scheme for Indian workers.
  • In Maharashtra, the ESIC provides medical benefits and cash benefits to eligible employees and their dependents in case of illness, injury, or death.
  • To be eligible for ESIC benefits, an employee must be earning a salary of less than or equal to 21,000 per month and be employed in a factory or establishment that is covered under the ESIC Act.
  • Both the employer and employee are required to contribute to the ESIC fund, with the employer contributing 3.25% of the employee's salary and the employee contributing 0.75% of their salary.
  • The ESIC operates a network of hospitals and dispensaries in Maharashtra, where eligible employees can receive medical treatment.
  • In addition to medical benefits, the ESIC also provides cash benefits for sickness, maternity, and disablement, as well as death and funeral benefits.
  • The ESIC also provides vocational rehabilitation services to employees who are unable to return to their previous employment due to a disability.
  • The ESIC also provides unemployment allowance if employee is unemployed due to certain reasons.
  • The ESIC also provides additional benefits like free supply of medicines, free diagnostic facilities, free medical treatment for specified diseases, etc.
